Assessing the criminal justice and health care outcomes of conduct-problem children using structured professional judgment risk assessment tools
The study examines the association between childhood risk factors for future antisocial behaviour and future criminal contacts and health service utilization. The central research questions are: (1) Is there a positive relationship between risk assessment scores and frequency of criminal convictions and health service utilization? (2) How are risk assessment scores associated with general health versus mental health service contacts? (3) Is the relationship the same for boys and girls? (4) Can a statistical relationship between risk factors and cost to the system be demonstrated? This dissertation seeks to answer these questions by using clinical information to derive risk assessment predictor scores (as measured by the Early Assessment Risk Lists, or EARL-20B and EARL-21G for boys and girls, respectively), official police records to measure criminality, and official provincial health system data captured over a nine-year follow-up period.
