Title: 'Parliament and Brexit: Some Challenges for Political Constitutionalism'

Speaker: Alex Horne, Hackett and Dabbs LLP/Visiting Professor, Durham University 

Biography

Alexander Horne is Counsel at Hackett and Dabbs LLP and a Visiting Professor in Law at Durham University. He was called to the Bar of England and Wales in 1999 and worked as a barrister in Parliament between 2003-2021, ultimately as the Legal Adviser to the House of Lords European Union and International Agreements Committees.

Abstract

This talk will explore the role that Parliament played during the four-year Brexit process, analysing what contribution it made to the domestic constitutional processes. In particular, it will consider parliamentary scrutiny of the Government’s negotiation of the two Brexit agreements with the EU and how Parliament, as an institution, used its opportunities to influence events.
