Lecture summary: This lecture examines the importance of the new BBNJ Agreement; the Agreement and Public International Law; the relationship between the United Nations Convention on the Law of the Sea and the BBNJ; the area regulated by the Agreement; the complexities of its application in the South Atlantic and its relationship with the Antarctic System; as well as the novel assumptions of State responsibility.
Carlos Mata, a lawyer and Master (University of Pisa, Italy), has extensive experience in teaching law -Associate Professor of Administrative Law and Public International Law- as well as in legal practice. He served as Head of the Uruguayan Delegation and Coordinator of the Core Latin American Group (Clam) for the Environmental Impact Assessment Agreement chapter, throughout the negotiation process (2018-2023); Uruguay's Agent in the Philip Morris vs. Uruguay (Tobacco Companies) Arbitration (ICSID); Coordinator of Uruguay's legal team in the Argentina vs. Uruguay (Pulp Processing Plants) case before the International Court of Justice; and President of the Uruguayan Commission on the Outer Limit of the Continental Shelf during the exchange process with the UN Commission on the Continental Shelf (2009-2016).
In diplomatic terms, he served, among other functions, as Ambassador of Uruguay to the UN and Specialized Organizations (Geneva 2023/2025); Diplomatic Legal Consultant and Director General for Maritime Affairs, Limits and Borders of the Ministry of Foreign Affairs of Uruguay.
