Nicky Padfield will draw on her recent research studying Parole Board hearings to ask a number of questions about the role of the Parole Board today. The research, carried out in 2016 and 2017, involved observing both three-way video-hearings, held at the Parole Board’s headquarters, and oral hearings held in 11 different prisons, as well as interviews with many participants in the process. She argues that a ‘culture' of delay allows unnecessary deferrals and adjournments. She will suggest that the independence of the Board should be strengthened; that the process needs many procedural improvements; and that prisoners should have much more support and advice throughout the release process. These recommendations lead to a broader question, whether there should be judicial supervision of the implementation of all sentences.

This seminar starts at 5.30pm, and will be held in Seminar Room B3, Institute of Criminology, Sidgwick Avenue, Cambridge, CB3 9DA. A drinks reception in the basement foyer will follow this seminar for attendees.
