vinuales_youtubeOn 8-9 December 2014 Professor Jorge E Vinuales addressed 157 States at the Vienna Conference on the Humanitarian Consequences of Nuclear Weapons.

In the past few years, a growing number of states and many civil society actors have focused on the humanitarian consequences and risks associated with nuclear weapons through different national, regional and international events and activities. Two international conferences were devoted specifically to this issue: in Oslo, Norway, in March 2013 and Nayarit, Mexico, in February 2014.

The Vienna Conference is the third in this sequence and the first one to include a panel discussing the legal dimensions of nuclear weapons. Professor Vinuales' speech on the legality of nuclear weapons under international environmental law can be seen in Session IV from 6m10s.  The rest of the proceedings from the conference can also be viewed via the YouTube playlist.
