Jonathan MorganDr Jonathan Morgan was invited to give evidence to the House of Commons Overseas Operations (Service Personnel and Veterans) Bill Committee, on Tuesday 6th October.

He gave evidence alongside Professor Richard Ekins (Oxford University) and John Larkin QC (Attorney-General of Northern Ireland 2010-20). The Committee is considering the Overseas Operations (Service Personnel and Veterans) Bill which was given its Second Reading in the Commons on 23rd September 2020.

Jonathan Morgan is Reader in English Law and a Fellow of Corpus Christi College. Dr Morgan has previously written about legislative responses to the Supreme Court's extension of duties of care in tort, and under the Human Rights Act 1998, in armed combat situations in Smith v Ministry of Defence [2013] UKSC 41: see R Ekins, J Morgan and T Tugendhat, Clearing the Fog of Law (Policy Exchange, 2015).
